Texas Evaluation Network Board of Directors

Board of Directors are elected annually and open to evaluators, researchers, and anyone interested in evaluation. Board members are those who are willing to commit time and energy to build awareness about TEN and who share our passion for sharing resources, enhancing evaluation knowledge and skills through professional development opportunities, and increasing the visibility of quality evaluation among potential users.

Jennifer Mineo, DrPH

President

Jennifer Mineo is the Senior Research and Evaluation Officer at the Episcopal Health Foundation (EHF). She provides leadership, thought partnership and implementation support of research and evaluation at the foundation. Jennifer’s background is in program evaluation, including quantitative and qualitative approaches. Over the last 20 years, she has worked in public health with local, state and non-profit organizations to develop, implement, and evaluate community health programs. Jennifer's approach to all evaluation work is rooted in social justice. She holds a Doctorate in Public Health and a Master's degree in Social Work.

Yueyue Fan, PhD

Vice President and President Elect

Yueyue Fan, Ph.D., serves as the program evaluation specialist at Irving Independent School District in Irving, Texas. She has more than ten years of experience in applied research and program evaluation in K-12 schools and higher education. Yueyue has a diverse professional background conducting external and internal program evaluation using quantitative, qualitative, as well as mixed-methods designs. In her current role, she manages district-wide program evaluation and research projects, including but not limited to federal and state-mandated evaluations for special student population programs, school climate, parent engagement, student social-emotional well-being, and learning resources evaluations. Before joining Irving, Yueyue’s work focused on conducting formative and summative evaluations to measure the impact and effectiveness of large-scale federal research grants in biomedical and environmental research.

Yueyue holds a Bachelor of Arts in Psychology and Business Administration from Austin College and a Ph.D. in Education from the University of Delaware. As a lifelong learner, she is always looking for opportunities to learn and grow.

Kelly Grace, PhD (She/Her)

Corresponding Secretary

Kelly is the education assessment specialist at the Health Education Center at the University of Texas Medical Branch at Galveston. She has a PhD in Comparative and International Education from Lehigh University specializing in gender and social inclusion. She is passionate about methodology and capacity building in evaluation, particularly related to transformative mixed methods approaches. She has lived in Germany, Poland, Kyrgyzstan, China, Saudi Arabia and Kazakhstan. In her free time, she practices and teaches yoga and studies Russian and Khmer.

Brita Blesi

Recording Secretary

Brita is the Director of Learning and Evaluation at Houston Endowment. She thrives on finding and sharing meaningful answers to questions about how programs and strategies can be more effective. Approachable, inclusive, and culturally responsive evaluation is at the heart of her approach. She holds a BA and MA degree in psychology and a graduate certificate in program evaluation.

Brita lives in Houston, Texas and enjoys running and sailing.

Alberto Espinoza, MPA

Parliamentarian

Alberto is currently the Director of Grants & Evaluation at It's Time Texas. He enjoys building evaluation capacity across program staff, particularly around data analysis and visualization. He currently resides in McAllen, Texas with his wife, Blanca. They both enjoy brewing coffee, cooking, and traveling.

Rhonda Williams, PhD

Treasurer

A native Floridian born in Tallahassee and raised in Miami, Rhonda has become a proud Texan. Rhonda serves as the Director of Impact & Evaluation for the Girl Scouts of Northeast Texas in Dallas. She obtained her BS and MS in mathematics and is a former mathematics high school teacher. Having earned a Ph.D. from the University of Florida in Curriculum and Instruction with a minor in Research Evaluation and Methodology, she honed her research and evaluation skills while serving as a Graduate School Fellow at the George W. Bush Institute.

Rhonda currently serves as the Treasurer for the Texas Evaluation Network. She is also very active in the American Evaluation Association (AEA). Currently, she serves as the Co-chair for the Awards Working Group, the AEA 365 Coordinator for the Nonprofit & Foundation TIG, and a member of the Evaluation Task Force. A highlight of her AEA service was being a member of the Evaluation 2021 Presidential Planning Committee. When not working or volunteering, Rhonda enjoys reading nonfiction books, visiting museums, watching the Simpsons, and playing Cities Skylines.

Jessica Davison

Past President (2022 to 2023)

Jessica Davison is Senior Director of Learning, Analytics and Compliance at United Way of Greater Houston (UWGH). She has extensive experience working with internal and external stakeholders to evaluate program effectiveness and implement continuous quality improvement (CQI). Jessica is passionate about the equitable use of data and democratizing data for all audiences. She is a member of the Data Visualization Society and American Evaluation Association. She lives in Houston, Texas where she enjoys spending time with her family. She is constantly searching for gumbo that reminds her of growing up in southwest Louisiana.

Brittany Fitz-Chapman, PhD

Past President

Dr. Brittany Fitz-Chapman is the Director of Data and Research at Prosper Waco. She is responsible for providing data and research to support the initiative’s activities. In addition, Dr. Fitz-Chapman evaluates initiative efforts and partner programs to support continuous learning from data and experiences. By building data capacity within the initiative and with partner programs, Dr. Fitz-Chapman’s role is critical to achieving data-driven decision processes in the Waco community.

Within the context of Prosper Waco, she has assisted with local data collection and analysis projects including the Community Health Needs Assessment, qualitative analysis of House Bill 4 usage in McLennan County, and piloting the City Health Dashboard, nationwide effort to bring health data to the forefront of policy discussions. Prior to working with the collective impact initiative, Dr. Fitz-Chapman worked on several community projects in conjunction with the Center for Community Research and Development in Waco, Texas.

Rachel Frazier, MA

Student Representative

Rachel Frazier is a Program Manager of Graduate Reviews and Analysis for the Texas Tech University Graduate School based in Lubbock, TX. She has worked for Texas Tech since 2014 in a variety of roles within compliance and evaluation.

She is also a Ph.D. student at Texas Tech University in the College of Education. Currently her research surrounds the culture of assessment and evaluation in the realm of public Higher Education. Rachel’s background and interests lie in faculty engagement with evaluation amongst public universities.

As a new member of AEA, Rachel attended her first AEA conference in 2022 and presented in New Orleans, LA. Her discussion centered on the organizational processes of program evaluation in Higher Education. Rachel’s approach to evaluation work is grounded in systemic organizational theory and ethical practices.

Kenya Johnson, PhD, MSW

Dr. Kenya Johnson is an assistant professor with the University of Houston-Downtown. She is also co-owner of the consulting firm, Full Circle Strategies, LLC. Her work primarily involves supporting organizational leaders in their race equity work. She loves creating opportunities that allow us to re-imagine evaluation so that it centers equity and justice. Dr. Johnson lives in Houston in the Spring area. She is the proud mom of one son (college graduate) and one daughter (third-year college student). She loves to bake and host fun gatherings at her home!

Jennifer Hughes

Jennifer Hughes is Managing Director of the Office of Planning and Assessment (OPA) at Texas Tech University. She earned a Ph.D. in Higher Education Research from Texas Tech University in 2015, a Master of Science in Communication from Illinois State University in 1996, and a Bachelor of Science in Speech from Northwestern University in 1995. Jennifer's dissertation explored faculty compliance in academic assessment practices, specifically studying the ways in which assessment professionals collaborated with faculty members to achieve compliance. Jennifer's philosophy for working alongside faculty is informed by her dissertation research, and she takes a collaborative and supportive approach to accreditation compliance. Currently, Dr. Hughes is working on preparing for Texas Tech's 2025 Reaffirmation of Accreditation.

Thenral Mangadu, MD, MPH, PhD

Thenral Mangadu, MD, MPH, PhD is an associate professor in public health sciences and directs the Minority AIDS Research Center (MARC) at the University of Texas at El Paso. She has over 20 years of experience in public health program evaluation. Her community-based participatory interdisciplinary and translational research focuses on meaningfully addressing minority health disparities including Substance Use Disorder (SUD), Mental Health, Violence, and HIV/AIDS prevention.

She directs /evaluates local and international public health projects in the US, Africa, and Panama. She also leads the Rural Health Interdisciplinary Research Core (RHIRC) and co-directs the Global Alliance for Healthier Populations (GAHP) at UTEP. Dr. Mangadu directs multiple federally funded projects of regional and national significance and has authored several peer-reviewed publications and presentations while ensuring that research findings are also disseminated in priority communities in a timely manner.

David Osman, PhD

Dr. David Osman is a Director of Research and Evaluation at Gibson Consulting Group. Prior to Gibson, Dr. Osman was a classroom teacher and later Director of Research and Evaluation at Round Rock Independent School District (TX), where he worked side-by-side with district and school leaders to design and conduct program evaluations and applied educational research. Dr. Osman has conducted evaluation studies for agencies such as Fulton County Schools (GA), Coppell Independent School District (TX), Kansas City Public Schools (MO), Rochester City School District (NY), and the Regional Education Laboratory Southwest (RELSW). He earned his PhD in Educational Psychology from The University of Texas at Austin. Dr. Osman is an evaluator because believes that research and evaluation can drive meaningful positive change in school districts and improve students' lives. Dr. Osman is a native Austinite, and enjoys following Austin FC and traveling with his family.

Emiel Owens, EdD, MS

Dr. Emiel Owens Jr., is a professor at Texas Southern University in the College of Education. He teaches courses in Research and Statistics in their graduate program. Dr. Owens has had extensive experience in the field of program assessment and evaluation; he’s been recognized on the local and national level for his work in this area. On the local level; he has served as Assessment Coordinator for the College of Education in their preparation for NCATE accreditation at Texas Southern University. He has also served as the lead evaluator on many local projects, such as The YMCA 21th Century Texas Ace program, The Dr. Ronald E. McNair Educational (D.R.E.M.E) Science Literacy summer program, and the Catholic Dioceses Chess in School program. On the national level, he has served as a grant evaluator on numerous National Science Foundation and Department of Education projects. His professional associations include active memberships with American Educational Research Association (AERA), American Evaluation Association (AEA), National Association of Teachers of Mathematics, and the Association for the Advancement of Educational Research. At AERA, Dr. Owens was one of the founding members and first Program Chair for the special interest group “Advancement Studies of National Databases”. He has also served as Treasurer for the special interest group at AERA Professors of Educational Research. Additionally at AERA, he has served as Program Chair for the topic of interest group Multicultural Issues in Program Evaluation. Dr. Owens has also published over 60 articles and 10 book chapter, and a text book titled “Describing Data Using SPSS”.

Lenola Wyatt-Tutt, LMSW

Ms. Lenola Wyatt is a Trainer/Consultant for Essential Elements based in Kensington Maryland and an Adjunct Faculty in the Department of Social Work at Stephen F. Austin State University. She has over 30 years of experience in social services and management, including 6 years as a CEO and Head Start Director of Tri-County Community Action Agency. Ms. Wyatt has a Bachelor of Business Administration and a Licensed Master’s Degree in Social Work. She trains on Program Design and Management; Data Collection and Analysis, Family Engagement; Case Management; Building Successful Relationships with Parents; Family Goal Setting; Team Building; and Leadership Development, just to name a few.

Lenola also creates Community Assessments, facilitates strategic planning and community evaluation, prepares programs for successful Federal Monitoring Reviews, conducts organizational assessments, facilitates Self-Assessments, and provides training for Board of Directors and Policy Councils. Lenola presents at local, state, regional and national conferences. Ms. Wyatt currently serves on the Pineywood Outreach Ministry Board, Deep East Texas Council of Government Criminal Justice Board, The Learning Center Board and Tri-County Community Action Board of Directors. Ms. Wyatt received awards as “Outstanding Woman of Color” and East Texas Outstanding Volunteer Award.
